SNAP Benefits 2025: Complete Guide to Food Stamps
The Supplemental Nutrition Assistance Program (SNAP), formerly known as food stamps, is the nation's largest federal nutritional safety net. Administered by the USDA Food and Nutrition Service (FNS) and state agencies, SNAP provides monthly funds on an Electronic Benefit Transfer (EBT) card to help low-income households buy groceries.
2025 SNAP Income Limits and Deductions
To qualify for SNAP in 2025, your household must meet both gross and net income limits. Gross income is your total income before taxes or deductions, which generally must be at or below 130% of the Federal Poverty Level (FPL). Net income is what is left after allowable deductions, which must be at or below 100% of the FPL.
| Household Size | Gross Monthly Income (130% FPL) | Net Monthly Income (100% FPL) | Max Monthly Allotment (48 States) |
|---|---|---|---|
| 1 | $1,632 | $1,255 | $292 |
| 2 | $2,215 | $1,704 | $536 |
| 3 | $2,798 | $2,152 | $768 |
| 4 | $3,380 | $2,600 | $975 |
| 5 | $3,963 | $3,049 | $1,158 |
| 6 | $4,546 | $3,497 | $1,390 |
*Note: Limits are higher in Alaska and Hawaii.
Crucial SNAP Deductions:
Your net income is calculated by taking your gross income and applying these federal deductions. This increases the amount of SNAP you receive:
- Standard Deduction: $198 for 1-3 people, up to $279 for 6+ people.
- Earned Income Deduction: 20% of your gross earned income.
- Dependent Care Deduction: Out-of-pocket costs for child care or adult day care needed for work/training.
- Medical Deduction: Medical expenses over $35/month (only for elderly/disabled members).
- Excess Shelter Deduction: Housing/utility costs that exceed half of your income after other deductions.

ABAWD Work Requirements (Important 2025 Update)
A major rule change occurred recently regarding Able-Bodied Adults Without Dependents (ABAWDs). If you are between the ages of 18 and 54, have no dependents, and are not disabled, you are subject to the ABAWD time limit.
The Rule: ABAWDs can only receive SNAP benefits for 3 months within a 36-month period unless they are working or participating in a work program for at least 80 hours a month (20 hours a week). Exemptions exist for veterans, homeless individuals, and young adults aging out of foster care.
How to Apply for Food Stamps
Each state designs its own SNAP application process, but the steps are generally similar nationwide:
- Locate Your State Agency: Search for your state's Department of Human Services or use the USDA's state directory.
- Submit the Application: Apply online, mail a paper application, or visit a local office. Tip: As long as you submit an application with your name, address, and signature, your application date is locked in.
- Complete the Interview: A caseworker will call you to review your income, expenses, and household size.
- Provide Verification: You must submit proof of identity, SSN, income (pay stubs), and residency.
- Receive Your EBT Card: If approved, benefits are loaded onto an EBT card which functions like a debit card at grocery stores and online retailers (like Amazon, Walmart, and Instacart).
