What Is TANF? A Complete Guide for 2025

Temporary Assistance for Needy Families (TANF) is a federal block grant program administered by state governments that provides cash assistance to low-income families with children. Replacing the old AFDC (Aid to Families with Dependent Children) program in 1996, TANF includes strict work requirements and lifetime time limits that distinguish it from other assistance programs.

In fiscal year 2025, the federal government provides states approximately $16.5 billion in TANF block grants annually. However, only about 22% of poor families with children receive TANF cash assistance today — a significant drop from the 1990s, largely due to strict eligibility rules and time limits. The remaining TANF funds are used for child care, pre-K education, job training, and other family support services.

TANF benefit amounts vary enormously by state — from $112/month in Texas for a family of 3 to $1,172/month in Massachusetts for the same family size. Unlike SNAP (food stamps), which has nationally standard benefit levels, TANF is truly a state-designed program.

TANF 2025 — Frequently Asked Questions

Federal law sets a 60-month (5-year) lifetime limit on federally funded TANF benefits. However, states can set shorter limits (Arizona: 12 months; Arkansas: 24 months; Massachusetts: 24 months) or extend beyond 60 months using state-only funds. The time limit is for adults — children do not have a time limit in most states.
Yes. TANF cash assistance counts as income in your SNAP (food stamps) calculation. However, many TANF recipients also qualify for SNAP, and states use categorical eligibility to simplify the process. Receiving TANF also typically automatically qualifies you for Medicaid.
You apply for TANF at your state or local social services agency. Many states allow online applications. Find your state's TANF program at ACF.HHS.gov TANF State Map or apply through Benefits.gov.
Legal permanent residents (green card holders) who have been in the U.S. for at least 5 years may qualify for federal TANF. Refugees, asylees, and certain other qualified immigrants may be eligible immediately. Undocumented immigrants do not qualify for federal TANF, but citizen children in mixed-status families can receive benefits based on their own eligibility.
