Section 8 Housing Vouchers 2025 — Complete Guide

The Housing Choice Voucher Program (Section 8) is the nation's largest federal rental assistance program, administered by HUD and local Public Housing Authorities (PHAs). In 2025, Section 8 assists over 2.3 million households in renting privately-owned housing on the open market.

With a Housing Choice Voucher, you pay approximately 30% of your adjusted monthly income toward rent and utilities. HUD (through your PHA) pays the remainder directly to your landlord — called the Housing Assistance Payment (HAP).

How Section 8 Benefit Is Calculated

HAP (Voucher Value) = Payment Standard − 30% of Adjusted Monthly Income

Example: Payment standard $1,400, annual income $24,000 ($2,000/mo) → HAP = $1,400 − (0.30 × $2,000) = $1,400 − $600 = $800/mo voucher

Payment Standard

Set by each PHA at 90%–110% of FMR. This is the maximum HAP the PHA will pay.

30% Rule

You pay 30% of your adjusted monthly income. If rent exceeds payment standard, you can pay difference (up to 40% of income for initial lease).

Income Deductions

$480/yr per dependent, $400/yr for elderly/disabled households, childcare costs, medical expenses over 3% of income for elderly/disabled.

Utility Allowance

If utilities are tenant-paid, the PHA provides a utility allowance that reduces your share of rent, effectively making the voucher larger.

Section 8 Waitlist Tips — How to Get a Voucher Faster

Priority Preferences

  • ✓ Homeless or facing eviction
  • ✓ Domestic violence survivors
  • ✓ Veterans (HUD-VASH program)
  • ✓ Involuntarily displaced (fire, disaster)
  • ✓ Working families (some PHAs)

Apply to Multiple PHAs

Many PHAs cover different areas. Apply to multiple PHAs simultaneously. Some have shorter waits (suburban/rural). Check HUD.gov to find all open waitlists.

Section 8 FAQ 2025

Nationally, the average wait is 1–3 years, but high-demand cities like New York, Los Angeles, and Miami can have waits of 7–10+ years. Many PHAs have closed waitlists. Apply immediately when a waitlist opens and apply to multiple PHAs in nearby areas.
Yes — after at least 12 months of residence in the issuing PHA's jurisdiction, you can "port" your voucher to another PHA in any state. This is called portability and is a right under federal law. Contact your PHA to start the portability process.
All household members' income is counted: wages, SSI, SSDI, Social Security, child support, alimony, and most other regular income. Some income is excluded: income of children under 18, earned income of full-time students over 18, and temporary income.
